Success Story: TRAI - Advocating for Affordable Voice-Only Recharge Plans

At Helping Hands Foundation (HHF), our mission is to advocate for and address the needs of underprivileged communities. Today, we take pride in sharing the success of our collective efforts in ensuring the introduction of affordable "voice-only" and lower-cost recharge plans—a critical step toward empowering millions of economically disadvantaged citizens in India.



The Beginning of Our Journey

The issue first came to our attention thanks to Mr. C Madhava Reddy ji, a concerned citizen who highlighted the plight of feature phone users unable to afford combo recharge plans that included unnecessary data services. Many of these individuals, primarily from low-income groups, rely solely on voice communication for their daily needs.

Recognizing the urgency and significance of the matter, HHF took immediate action. On 8.11.2024, we sent a detailed representation to the Telecom Regulatory Authority of India (TRAI) and the Department of Telecommunications (DoT). 

In our correspondence, we emphasized the importance of introducing specific recharge plans tailored to the needs of feature phone users, ensuring affordability and accessibility.

Persistence Pays Off: Following Up with Reminders

Despite our initial communication, we received no acknowledgment or response. Determined to ensure this critical issue was addressed, we followed up with a first reminder on 25.11.2024, reiterating our concerns and urging prompt action. When no response was forthcoming, we sent a second reminder on 15.12.2024, highlighting the social and financial implications of inaction.

Finally, on 30.12.2024, we issued a third and final reminder, urging TRAI and DoT to provide an Action Taken Report and cautioning that continued silence would compel us to escalate the matter further. We firmly but respectfully underscored the urgency of the issue, advocating for those whose voices often go unheard.

A Milestone Achievement

Our persistence bore fruit when, on 23.12.2024, TRAI issued Press Release No. 96/2024, outlining new directives in response to our representation. The salient features of the regulations are as under:

  1. Mandatory Voice-Only Plans: Telecom service providers are now required to offer at least one Special Tariff Voucher (STV) exclusively for voice and SMS services, ensuring that feature phone users are not burdened with unnecessary data costs. This move particularly benefits elderly persons and those living in rural areas.

  2. Extended Validity Period: The cap on validity for STV and Combo Vouchers (CV) has been increased from the existing 90 days to 365 days, providing greater flexibility and convenience for consumers.

  3. Flexibility in Denominations: Restrictions reserving denominations of Rs. 10/- and its multiples only for top-up vouchers have been removed. However, telecom operators are still mandated to provide at least one top-up voucher of Rs. 10/-.

This landmark decision reflects TRAI's commitment to promoting inclusive and equitable telecom services and demonstrates the power of collective advocacy.
