Imagine heading to your local market, eager to buy fresh produce or daily essentials, only to find vendors unable to provide change for your ₹500 note. Picture small businesses losing customers, vendors offering candies instead of cash, and the economically disadvantaged struggling to navigate a world increasingly reliant on digital payments— inaccessible to those without smartphones or digital literacy. 

This was the harsh reality in Tirupati, where a severe shortage of small denomination currency notes—₹10, ₹20, ₹50, and ₹100—disrupted everyday transactions for months.

The issue, as highlighted by the Helping Hands Foundation in their letter to the Reserve Bank of India (RBI) on 8.11.2024, was more than an inconvenience—it was a barrier to economic inclusion. While ₹500 notes flooded circulation, the absence of smaller denominations hit the common man hardest, particularly in a region where cash remains king for small purchases. The challenge was clear, but the solution required courage, persistence, and a voice to champion the cause.

A Hero Steps Forward: Sri Madhava Reddy’s Call to Action

Enter Sri Madhava Reddy, a respected member of the Tirupati community, whose concern for the public drove him to act. On 21.4.2025, he submitted a heartfelt representation to HHF, detailing the persistent shortage and its impact on local businesses, vendors, and residents. His words painted a vivid picture of struggle: customers turned away, transactions stalled, and a community in need of urgent relief. Sri Madhava Reddy’s initiative was not for personal gain but for the greater good, a testament to his selflessness and commitment to social justice.

Inspired by his plea, the Helping Hands Foundation, a beacon of hope since its inception in 2011, took up the mantle. On 8.11.2024, HHF wrote to the RBI, urging immediate action to address the scarcity of small denomination notes. When the RBI responded on 19.12.2024, assuring adequate national supply but seeking clarity on the affected region, HHF clarified on 23.4.2025 that Tirupati was the epicenter of this crisis, attaching Sri Madhava Reddy’s representation for emphasis.

The Journey: Persistence Pays Off

The road to resolution was not without hurdles. Despite the RBI’s assurances, the shortage persisted, prompting HHF to send a gentle reminder on 9.5.2025 and a second follow-up on 27.5.2025. Each communication underscored the urgency, offered collaboration, and highlighted Sri Madhava Reddy’s role in bringing this issue to light. The Foundation’s unwavering commitment mirrored the tenacity of its supporter, Sri Madhava Reddy, who refused to let the plight of Tirupati’s people be ignored.

Then, on 4.6.2025, a breakthrough arrived. The RBI’s Issue Department in Hyderabad confirmed that the concern raised by Sri Madhava Reddy had been addressed with the State Bank of India (SBI). The Tilak Road branch of SBI took swift action, ensuring the availability of ₹100 and ₹200 notes. In a heartwarming WhatsApp message, Sri Madhava Reddy shared the news:

 “Sir, Namastey. Today evening SBI BANK, Tilak road branch telephoned me and informed that now small denomination of Rs 100 and Rs 200/- available Sir, please meet me personally, if at all you require. Then I said ‘Sir, I have not complined for my personel purpose, general public are facing the shortage of lower denomination of currency.’ For which he said ‘I can understand Sir.’ Again I have informed ‘Sir, even in Bank ATM s small denomination is not being dispensed.’ He replied ‘Sir now we are arranging small denomination of Rs 200/- and Rs 100/-.in ATMs. For Rs 50s and lower denomination no provision in ATMs sir.’ He asked me again to meet personally at branch for any requirement. This is the development in shortage of small denomination. Thank you very much for your efforts in getting response from RBI and SBI. Yours friendly, Madhava Reddy. C.”
